A Caution to Keir Starmer from His Personal History: If You're Not Bold regarding Britain's EU Exit & the EU, His Labour Rivals Might Be.

Seven years ago, it took just eight words to energize the party's annual gathering demonstrating the party was becoming disillusioned with Jeremy Corbyn. While not exactly stirring rhetoric, the phrase were greeted with wild cheering as delegates stood for spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, stood at the podium, visibly startled. He was unaccustomed to his addresses having such an effect. His statement was simply: "We are not excluding staying in the EU". Context, however, is key.

In that darkly divisive time of 2018, straying from the prepared script like this was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies above the Europhile sentiments of his party. In just one speech, this seemingly cautious shadow Brexit secretary underwent a transformation – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against a leader he would later replace.

The Shift in Position and Settled Issues

Since then, much has happened, not least to Starmer himself. One of his first acts upon assuming leadership in 2020 was declaring the EU question was resolved by the 2019 general election. And, at the last one, he consistently stressed unbreakable pledge commitments that ruled out rejoining the European Union or its core structures.

Like his predecessor, his strategy has focused on winning Brexit-y voters in key seats, even if survey data indicates many of them have passed away or shifted opinion.

Pressure Building on the EU

However, the tables have turned and the prime minister’s turn to be an embattled Labour leader. While Europe may not be the central crisis of British politics, a lid which was firmly shut for five years is starting to loosen once more.

The Prime Minister and Chancellor have intensified their language about the devastation that leaving the EU has inflicted on the UK’s economy. It’s a useful stick to criticize the Reform UK leader, who seldom discusses how leaving the EU was once his singular purpose and is still his sole political accomplishment.

Nevertheless, the extent of the economic harm, reportedly has resulted in an economy that is significantly diminished than if it were still in the EU, dwarfs the micro-mitigation so far offered by ministers. Starmer’s so-called re-set deal negotiated with the EU in 2024 offers economic benefits measured in fractions of a percent.

Cabinet Divergence & Ambitious Proposals

Rachel Reeves is among those trying to overcome long-standing Home Office resistance to an expansive version designed to boost growth program for young people allowing youths can move between the UK and the EU for work or study.

David Lammy muses openly about the clear advantages of being in an EU customs pact, while a dozen Labour MPs, including the chair of the powerful finance committee, recently voted for an opposition proposal on customs union membership.

Although the Europe minister, who oversees EU policy, who is now attending every cabinet meeting, insists the red lines remain unchanged, there are ways to work around them. One idea would be to declaring the commencement of talks immediately on a much bolder deal, for inclusion in the following election platform, to be enacted only after securing a fresh mandate.

Starmer's Deep-Seated Scepticism

However, Starmer has most recently pouring cold water on the idea cautioning that a return to an EU customs arrangement would “unravel” the trade pacts with America, which he views as key accomplishments of his premiership.

It is understood that the PM’s scepticism run even deeper, and is rooted in several key concerns.

  1. First, he thinks a customs pact has been made significantly more difficult as ministers are busily de-aligning from EU regulations in numerous policy areas, including the environment.
  2. Second, the prohibitive cost demanded from Britain to join the EU’s new defence fund and the subsequent collapse in talks has led British officials that former EU partners are less interested in cutting special deals with Britain than in proving that Brexit does not work.
  3. Lastly, the new US national security strategy, which has been welcomed by the Kremlin, is seen by some influential figures in Downing Street as grounds for the UK to keep its distance from the EU.

A Bizarre Strategy & Geopolitical Calculations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction because of immigration. It contains a single mention of the UK, found on a proposal that Donald Trump’s administration will intervene in our politics to encourage the rise of “patriotic” parties.

But, far from concluding that this renders the US an undependable ally, ministers reportedly fear that deeper EU integration would destabilise geopolitics further by endangering fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation and The Ghost of 2018

All of which brings us back to the conference of 2018. The PM has consistently stated that address was not an attempt to become leader but simply an effort to keep open the possibility of remain in a future vote. In fact, in those days, he still supported a “bespoke customs union deal” similar to the one he now appears to be opposing.

Observers within the Prime Minister's office have noticed that the Health Secretary, widely considered would stand for the leadership, is part of a group of cabinet ministers signaling they want to go further on Europe.

Staff for Angela Rayner, another likely contender in a contest for the top job, insist she won’t discuss her position regarding a customs pact as it would merely “fuel unnecessary gossip”.

The Clear Danger & A Wise Reminder

The risk is clear. If Starmer rules out significant moves towards EU alignment, he cedes ground to occupy the space where most of the party's supporters reside.

It would be wise of him to recall the effect just a few words had for him seven years ago. There are options for a major proposal on EU relations that the prime minister ought to consider; he should prise them open personally, rather than letting rivals makes them his – or her – own.
